The completion and opening of Cowper Street Housing, Glebe marks an important milestone for social housing in NSW.

@rosebjackson , Minister for Housing, the project renews an established social housing site to deliver 75 new social homes—almost a 300% increase—while improving amenity, accessibility and integration within one of Sydney’s most established inner‑city neighbourhoods.
Designed by JPW for Homes NSW and
@kingstrustaustralia , with
@kaneconstructions as design and build contractor and
@groupgsa as delivery architect, Cowper Street demonstrates how density can be added thoughtfully and sustainably without losing what makes places work. Two eight‑storey towers and a row of terrace housing address MJ Doherty Reserve, responding carefully to Glebe’s heritage character through materiality, form and scale.
Sustainability and longevity were central to the project’s design. The fully electric development uses a low‑embodied carbon CLT structure clad in durable brick, incorporates rooftop gardens, solar power, generous communal open space and appropriate landscaping, and targets a 6‑Star Green Star rating—the first for a fully electric social housing project of this nature.
Approaching first occupancy from April 2026, Cowper Street Housing reflects a long‑term commitment to amenity, liveability and community, and shows how well‑designed, enduring architecture can support stronger, more connected neighbourhoods over time.
