In 2022, our growing Abu Dhabi team was able to mobilise resources from around the world to achieve financial close on the @investinabudhabi 's @zayed_city_schools project – the first schools infrastructure public-private partnership in the Middle East. Timing is also a focus. Plenary-led consortiums moved from preferred to achieving financial close on two multi-billion dollar Sydney Metro PPPs within 12 weeks – demonstrating our ability to work at pace and with agility to meet demanding government timeframes on complex infrastructure projects.

The @besixgroup_official @plenarygroup Education Properties entity – in collaboration with the @investinabudhabi – has introduced a structured social value framework across its public-private partnership (PPP) school projects in Abu Dhabi, allocating approximately AED$1.4 million to support student wellbeing, community engagement, and inclusive development initiatives. This framework was announced at this week’s @adisummitae 2026, which Plenary was a proud silver sponsor of. It integrates community-focused contributions into long-term infrastructure delivery and reflects the emirate’s continued focus on advancing innovative, impact-driven infrastructure partnerships. By integrating social value into PPP delivery, BESIX Plenary and ADIO are supporting infrastructure models that deliver both economic and social outcomes, reinforcing Abu Dhabi’s position as a global hub for innovative and impact-driven partnerships. Plenary has had an established presence in the UAE for several years, from successfully delivering the UAE’s first ever schools PPP in the @zayed_city_schools project to the current delivery of the @khalifauniversity Student Accommodation Project, the largest student accommodation PPP in the GCC.

Plenary’s Oliver Barbagallo joined Abu Dhabi Projects and Infrastructure Centre's H.E. Adel Al Nuaimi, @abudhabided ’s H.E. Abdulla Ahmed Al Yazeedi, @schneiderelectric ’s Amel Chadli and moderator, broadcaster and journalist Laura Buckwell. The panel explored how today’s infrastructure decisions will define future technologies, markets, and economic growth. The discussion covered how strong global partnerships, smart investment and forward-thinking policy are critical to building resilience and driving long-term growth. Oliver emphasised long-term infrastructure partnerships succeed when incentives stay aligned beyond delivery and focus on whole-of-life outcomes, noting public-private partnerships must be flexible and include clear governance and mechanisms for change as technology and policy imperatives shift over the partnership period. Introducing Luke Hogan, a Director in Plenary Middle East’s Origination team. Luke leads the development of major infrastructure opportunities across the Middle East. He brings more than 10 years’ experience across greenfield infrastructure development, public-private partnership (PPP) bidding, asset and portfolio acquisition activities, consortium strategy, corporate structuring and project tax structuring. “My years in the industry have given me a broad, pragmatic view of how intricate infrastructure projects are originated, structured, funded and delivered. I’m passionate about transforming complex public sector requirements into tangible infrastructure solutions.” Since joining @plenarygroup over seven years ago, Luke has worked on PPPs as varied as @inlandrailofficial , Gold Coast @lightrailstage3 , @zayed_city_schools and @khalifauniversity Student Accommodation. Presently, he is heavily involved in a significant multi-billion dollar civil infrastructure project in Dubai, the Abu Dhabi social infrastructure pipeline, and other opportunities across the Gulf region – where he leads bid teams, develops consortium strategies, shapes bankable commercial and capital structures, and builds relationships with public sector clients, investors, contractors and advisers. Since relocating to the UAE, he has also helped establish Plenary’s regional presence through team development, partner engagement and market-building initiatives, including Plenary’s landmark UAE infrastructure event with A&O Shearman and IPFA in February 2025. Outside work, Luke enjoys pursuits typical of any infrastructure professional: long walks on the beach, pretending to enjoy Padel, justifying visiting new restaurants as a hobby, and occasionally conversing about something other than bid deadlines, risk allocation and financial models.

@plenarygroup thanks Victorian Government Treasurer @jaclynsymesmp for sharing her insights at the @ceda_news Victorian State Budget Address event, which Plenary supported for the fifth consecutive year. More than 200 attendees heard from the Treasurer as she handed down her second budget and Victoria’s first operating surplus in seven years alongside cost-of-living relief measures. Attendees also heard from Plenary CEO Paul Crowe and CEDA CEO Melinda Cilento. Paul joined the Treasurer on stage to moderate a Q&A session, which covered the importance of ensuring a sustainable infrastructure pipeline, the government’s continued support for private sector investment, its commitment to social and affordable housing, and its focus on growing Victoria’s regional economy and amplifying opportunities associated with regional infrastructure hubs like the @nyaalbanyul Geelong Convention and Event Centre precinct. Plenary has been a member of CEDA for over two decades and values the public policy discussions it facilitates.

The @nswgov and @nsw.bda have launched Bradfield City’s ‘Built for what’s next’ campaign, opening new commercial investment opportunities in Australia’s newest city. @plenarygroup Chair Paul Oppenheim joined NSW Deputy Premier and Minister for Western Sydney @pruecarmp , NSW Minister for Planning and Public Spaces Paul Scully and Bradfield Development Authority Chair Jennifer Westacott AC to showcase Bradfield City as a landmark destination for business, institutions and investors. Paul delivered an update on Plenary’s development of the City Precinct, a 5.7-hectare parcel of prime land adjacent to Bradfield City’s first building, Central Park and new Metro station, which will be transformed into a vibrant mixed-use precinct, unlocking new homes, jobs and industries in Western Sydney. “It is a huge professional privilege for Plenary to be entrusted with helping deliver Australia’s first major new city in 100 years. Our experience in long-term partnerships in Australia and overseas makes Plenary the ideal development partner, and we look forward to delivering on the exciting vision for Bradfield as we transition from planning to delivering on the ground.” Plenary will soon commence a global search for commercial and university partners, with opportunities of up to 20,000 sqm of education, workplace and related spaces. Announcements on key partners are expected towards the end of the year. A core focus for Plenary will be the delivery of 1,400 new homes, with at least 140 of these prioritised as affordable housing for key workers. Planning applications for the first stage of housing & childcare, along with a separate 1,500sqm destination food & beverage offering, are on track to be submitted later this year. Future stages of the City Precinct will bring a hotel, more housing, offices and an expanded university campus, demonstrating how it will grow over time. @plenarygroup Director, Origination, Eileen Ng was invited to deliver a session as part of the Growing Infrastructure Course on Sustainable Transport, delivered by @exdsmu in partnership with Infrastructure Asia and the @worldbankgroup . Addressing senior public sector officials from across Asia and Africa, Eileen provided an overview of financing approaches for rail infrastructure, with a focus on the application of public-private partnerships (PPPs). She covered typical project structures, key principles of risk allocation, and considerations for governments when assessing the suitability of PPP delivery models. Drawing on international case studies, including Sydney Metro Northwest and Ontario Line, the session highlighted the importance of having sound contractual frameworks in place to deliver the most competitive financing solution and future-proof projects for line extensions. The discussion also explored how private sector participation can support the delivery of complex transport infrastructure by fostering innovation, enhancing cost certainty and aligning long-term performance outcomes with public policy objectives. "Every market approaches rail financing differently, but the underlying principles remain consistent: disciplined risk allocation, robust governance, and a focus on whole-of-life outcomes. When those elements are in place, PPPs can be a highly effective delivery model,” commented Eileen.

Two @plenarygroup projects have been awarded the industry’s highest honours at the 2026 @infrastructurepartnershipsau National Infrastructure Awards. The $2.4 billion High Capacity Metro Trains public-private partnership, delivered by the Plenary-led Evolution Rail consortium in partnership with the Victorian Government, won the Government Partnerships Excellence Award in recognition of this exemplary partnership which delivered a complex rolling stock PPP within budget. The @unsw Health Translation Hub, delivered by Plenary in partnership with UNSW Sydney, won the 2026 Industry Choice Award by popular vote. Introducing Kirill Tolstov, Associate Director in @plenarygroup 's UK and Europe Origination team in London. Kirill focuses on originating and executing infrastructure investments across the UK and Europe, with experience in core infrastructure and energy transition projects. He leads commercial and financing workstreams on bids, pulling together many different pieces to make the whole project come together. Since joining Plenary in 2022 as one of the first members of its European team, Kirill has been part of Plenary’s growth journey in the region. He helped develop the company’s first public-private partnership (PPP) financial model in Europe, and has worked on several major bids and opportunities – including Social Housing Bundle 3 in Ireland where he took a lead role in the debt arranging with commercial lenders and a multinational, the Dublin Family Courts PPP, and the Peterborough Integrated Renewable Infrastructure in the UK. “Infrastructure is the backbone of every economy and a key enabler of long-term growth, underpinning all other sectors. It’s exciting to be part of a team building Plenary’s presence in Europe and delivering projects ultimately benefitting people and communities. “Greenfield infrastructure is particularly appealing because it sits at the intersection of so many disciplines. The challenge, and what makes it rewarding, is turning that complexity into an optimal solution which is built to last.” In his spare time, Kirill stays active through sport and travel.
