Dear Chair and Members of the Government Audit & Oversight Committee, On behalf of the San Francisco Council of District Merchants Associations, we write in strong support of the requested hearing on the Disability Access Coordinating (DAC) Team permit review process within the San Francisco Department of Public Works. Across San Francisco, small business owners have experienced prolonged DAC review timelines, unclear guidance, and costly delays that postpone openings and increase financial strain before revenue is generated. While we fully support ADA compliance and accessible corridors, the current structure of this process is creating unintended harm to neighborhood businesses. This hearing is an important opportunity to diagnose structural inefficiencies, gather input from both business owners and disability advocates, and determine whether legislative or operational reforms are needed to streamline approvals while maintaining strong accessibility standards. For too long, small businesses have faced the combined burden of slow permitting, confusion in compliance requirements, and exposure to costly legal challenges. A clearer, more efficient DAC review process will strengthen both accessibility outcomes and economic vitality. SFCDMA supports moving forward with this hearing and will encourage merchant corridor leaders to invite small business owners to submit written public comment describing their experiences. Support for the Renovation of the Crocker Amazon Sports Field 11/10/25 San Francisco Recreation and Park Commission 501 Stanyan Street San Francisco, CA 94117   TO: Members of the San Francisco Recreation and Park Commission CC: [email protected] RE: Support for the Renovation of the Crocker Amazon Sports Fields Commissioners, On behalf of the San Francisco Council of District Merchants Associations (SFCDMA), representing merchant associations and small business corridors across the city, we write in strong support of the San Francisco Giants and Giants Community Fund’s efforts to revitalize the Crocker Amazon Baseball and Softball Fields. This project is more than a renovation — it’s an investment in community. Revitalizing these fields will create a safe, family-friendly environment that draws residents and visitors alike, fostering the type of foot traffic and neighborhood pride that help small businesses thrive. When our public spaces are active, inclusive, and vibrant, our nearby cafés, corner stores, and local restaurants become gathering places for the community. The SFCDMA applauds the Giants Community Fund’s approach to engagement — working hand-in-hand with local residents, cultural organizations, and stakeholders to ensure that equity and inclusion remain at the core of this project. Such collaboration not only strengthens social bonds but also reinforces the economic and cultural vitality of our commercial corridors. We believe this project will serve as a model for how public investment and private partnership can together uplift communities — creating a legacy that supports both the people and the small businesses that define San Francisco’s neighborhoods.
