This week we celebrated the groundbreaking of the Glendale Hyperion Bridge Project 🎉🏗️
The Glendale Hyperion Bridge Improvement Project represents over 20 years of development and collaboration between the City of Los Angeles Bureau of Engineering (BOE) and our partners at Caltrans HQ , Council District 4, Council District 13, along with other agencies at the Federal, State & Local levels 🤝
FUN FACT: This nearly 100-year-old bridge was completed in 1929, well before the LA River was encased in concrete. It has been featured in movies over the years and is even replicated at Disney’s California Adventure 🎬✨
This project has truly been a team effort, from planning to design and implementation. We want to thank our agency partners and the residents of Council Districts 4 & 13 who were involved in discussions over the years to help shape this design 👷♀️👷♂️
A special acknowledgement to our Deputy City Engineer Katherine Doherty, Commissioner Faith Mitchell, Councilmember Nithya Raman, Councilmember Hugo Soto-Martinez, and our partners at Caltrans.

Congratulations to our April photo of the month winner, Kristen Wong! 🎉📸 Thank you for your super cool photo of the Geotechnical Engineering Division constructing a bulkhead road repair in the Palisades.
Here we have BOE's Geotechnical Engineering Division completing 5 repairs and currently working on 2 more sites as part of the Palisades Fire Rebuilding effort. 🚧
The project shown in the photo is restoring lateral support to Posetano Road by installing a new pre-cast concrete lagging and steel beam bulkhead. 🏗️

Today, Interim City Engineer Alfred Mata joined Councilmember Eunisses Hernandez, Commissioner John Grant, City leaders, and community partners to celebrate Earth Day 🌎🌿 with a press conference unveiling the designs for the MacArthur Park Stormwater Quality Improvement Project 💧✨
This landmark $40 million investment, funded by Measure W, will transition MacArthur Park Lake from relying on potable water to a sustainable flow-through system that captures and treats local runoff. The project will introduce nature-based solutions and community-focused amenities, including a new water feature shade trees, improved pedestrian paths, a pedestrian bridge, and educational signage. Updates were also shared on project bidding and a projected groundbreaking in Fall 2026 🏗️.
Building on more than $27 million in prior investments led by Councilmember Hernandez, this effort continues the revitalization of MacArthur Park with initiatives like clean teams, harm reduction and overdose response services, violence prevention, solar lighting, landscaping, family-friendly programming, and an upcoming Health Hub. 👨👩👧👦 🌳

Our fourth stop in our BOE Project Tour Series, Hyperion Water Reclamation Plant. 💦

The Hyperion Water Reclamation Plant is the City’s sewage treatment plant located next to Dockweiler State Beach on Santa Monica Bay. The plant is the largest sewage treatment facility in the Los Angeles Metropolitan Area and one of the largest plants in the world. Hyperion is operated by the Bureau of Sanitation, with additional support from the Bureau of Engineering. 🌊
"When you turn on a faucet in L.A., clean water continuously flows out. However, millions of people in other countries live on less than three gallons each day, and many walk miles to fetch their family's water. When clean water becomes plentiful, the time previously spent fetching can be used to grow food, raise animals, and even start a business." ♻️

Last week, we celebrated a new pedestrian safety upgrade at Pico Blvd & Kenmore Ave in CD1. 🚶♀️
This project includes a new Rectangular Rapid Flashing Beacon (RRFB) system and five ADA-compliant curb ramps, making it safer and more accessible for everyone crossing the street.
This is just one step in our Highway Safety Improvement Program (Cycle 7), which will bring:
• 19 RRFBs
• 1 High-Intensity Activated Crosswalk (HAWK)
• 28 upgraded curb ramps
• Protected left-turn signals at 29 intersections
We’re excited to keep the momentum going and bring more safety improvements to our communities. 🚨

This past weekend, we celebrated the groundbreaking of Slauson Connect a $40 million innovative recreation and community center coming to Council District 9.
Slauson Connect will feature a unique space where local youth can explore digital media arts, including broadcasting, game design, and recorded performance. The facility will also include a childcare center and an expansive community room that opens onto a vegetated rooftop terrace.
Located along Slauson Avenue, adjacent to Metro’s $143 million Rail to Rail (R2R) Active Transportation Corridor, this community hub will help transform the lives of South LA youth for generations to come.

Today we had the honor of recognizing the TM23 Foundation for their $1million donation to support the construction of a new synthetic soccer field at the Sixth Street PARC, a place that will inspire children and young adults to play and pursue their dreams. The TM23 Foundation’s mission is to develop and support initiatives that inspire children and young adults to play, pursue their dreams, be themselves, and positively impact their community. The foundation was created by Nikki and Doug Mark in honor of their son Tommy, who passed away unexpectedly in 2018 at the age of 12.
Once completed, the soccer field on the east side of the Sixth Street PARC will be named Tommy's Field - Boyle Heights in honor of their late son.⚽
The TM23 Foundation’s mission and their decision to support the Sixth Street PARC is meaningful to us for many reasons. It exemplifies the true spirit of generosity and the desire to join us in making the PARC an extraordinary space for kids and adults. We look forward to working with them and honoring their son Tommy and their vision for the children of our city.💚

A year ago, we imagined a safer, greener, and more connected Boyle Heights. Today, the City made it real with a $5 million investment in the Sixth Street Parkway Corridor. From shade trees to upgraded stormwater systems and safer streets, every detail reflects our commitment to our neighborhoods.
On Wednesday, we celebrated this milestone with a ribbon-cutting ceremony, walking the corridor, meeting neighbors, and seeing firsthand the spaces we built together.
Thank you to our partners at @lacitydpw , @lacitysan , and @labureauengineering , as well as Dr. Morales of Roosevelt High School and Mr. Gracielita of Hollenbeck Middle School, for helping us bring this vision to life.
🚧 Pio Pico - Koreatown Branch Library Project Update 🚧
The project is currently 50% complete and remains on track for delivery by December 2026. Despite redesign delays in 2025 and significant storms in January and February, construction progress has accelerated in recent months.
Key milestones achieved:
✔️ Waterproofing completed
✔️ Shotcrete walls installed
✔️ Methane barrier in place
✔️ Lower deck concrete poured
These steps have effectively sealed the foundations and shoring, allowing the project to move into the next phase. After the lower deck cured, crews delivered the falsework and began installing reinforcement steel for the upper decks and ramp (as shown in the video).
Next steps:
🔹 Concrete pouring for the upper deck and ramp will take place in two stages during the second week of March, pending approval for all electrical, plumbing, and mechanical systems encased within the concrete.

Our third stop in our BOE Project Tour Series, Los Angeles Emergency Operation Center. 🚨

The City’s Emergency Operations Center is the hub for the City's emergency response and recovery efforts, including wildfires, earthquakes, weather emergencies, acts of terrorism, and large-scale events that require the involvement of multiple City and regional departments. This state-of-the-art, 84,000 square feet, two-story, seismically base-isolated facility was completed in 2009. This tour allowed us to visit the EOC and learn about how the City operates in an emergency, such as the Palisades Fire of January 2025, and the role BOE plays during emergency response.
