The Historic Core Business Improvement District is a non-profit designed to improve communities in a specific urban area (The Historic Core of Downtown Los Angeles).
We do not replace city services, but augment them in high traffic areas.
Historic Core property owners volunteer to pay an additional tax to fund the BID for a 5 year term at a time.
The HCBID has permission to deploy public safety ambassadors in a specific district, provide escorts, wellness checks, de-escalation, and check-ins with local businesses.
BID officers do not have the same authority as law enforcement, but may address similar quality of life concerns when law enforcement is overburdened. You must still use 911 for emergencies!
The BID also has clean teams to address high volumes of traffic which make urban centers vibrant, but also messy. They take away public trash out of cans they install, sweep curbs and power wash sidewalks, remove stickers and reachable graffiti.
We also partner with city leaders and their wonderful staff to host events in the district.
Thanks to the generosity of the property owners, we can fund special beautification projects like the tree-well potty patches, which were born many years ago as a pilot program and earned us an IDA Merit Award and a stint on CBS.

Downtown LA is gearing up for the Red Bull Soapbox Race on Saturday, May 16, 2026, starting at 11:00 AM at 200 N. Grand Ave. Expect creative race cars, live entertainment, and a lively atmosphere—but also street closures, detours, heavier traffic, and increased pedestrian activity, especially near Civic Center and Grand Park.
Impacted roads:
1st Street
Hill Street
Grand Avenue
Broadway
Surrounding Downtown streets
Street closures may begin early for event setup, so plan accordingly. Give yourself extra travel time and consider arriving early.

The five acres that make up Pershing Square are original pueblo lands whose ownership can be traced back to 1781, when Spain granted them to the City of Los Angeles. In 1866, the area was set aside as a public park known as La Plaza Abaja (“The Lower Plaza”). Improvements, including the planting of cypress and citrus trees, were made to the park in the 1870s. In the 1880s, city engineer Fred Eaton created the park’s first offical layout. During Los Angeles’ real estate boom of 1910-11, architect John Parkinson redesigned the park in a formal Beaux Arts style. In 1918, one week after the end of World War I, the square was renamed in honor of General John Pershing, commander of the American armed forces overseas. From the 1920s through the 1960s, Pershing Square anchored the 5th Street corridor known as “The Run” because of its close proximity to gay friendly establishments and cruising areas.

This past weekend, UCLA Extension Landscape Architecture students came together at UCLA Downtown for a full-day design charrette focused on reimagining Spring Street Park. From early morning site visits to an afternoon design sprint, five teams collaborated with industry professionals, stakeholders and community partners to develop thoughtful, forward-looking proposals.
Grounded in goals of biodiversity, accessibility, and urban connection, each team translated ideas into site plans, diagrams, and visual concepts that reflect the future of inclusive public space design. The day concluded with final presentations that showcased both creative vision and real-world application.
This is what happens when design meets purpose and community drives the process.
