IMIHIGO Le serment rwandais Un film documentaire de Shyaka Kagame Synopsis Dans un Rwanda en plein renouveau sociétal, trois personnes aux réalités bien différentes sont parties prenantes d’un même programme nommé Imihigo, une sorte de « compétition nationale du développement ». Richard, le maire, a une année pour achever la centaine d’objectifs fixés dans son district, Innocent, l’agriculteur, veille à l’implémentation des programmes sociaux dans son village alors que Sandrine, la fonctionnaire issue de la diaspora, s’adapte à la culture de son pays d’origine. À travers le suivi choral de ces protagonistes, le film dépeint de l’intérieur les méthodes innovantes d’un pays africain décidé à définir lui-même les contours de son développement.
