We’re thrilled to announce State Legislator Nick Schultz committed to carrying a bill aimed at creating a standalone postproduction tax incentive in California at CAPA’s (California Post Alliance) Town Hall held last night at Evergreen Studios.
“Conversation around the issue ballooned after an open letter from Encompass Music Partners and Encompass Creative founder Peter Rotter circulated among insiders in early 2025. The letter, which warned that “the infrastructure of the L.A. recording industry [was] about to fail,” led to a town hall in April 2025. At the event, production insiders raised deep concerns that Los Angeles was becoming another Detroit in that it was losing ground on its signature industry.
In a speech opening the event, Rotter said that the slowdown was “killing our community, the heart and soul of it.” He added, “Families can’t pay their rent on what little work is left. Editors are driving Uber instead of cutting reels. Sound designers are selling gear just to eat. The whole ecosystem is bleeding out and no one’s coming back.”

Encompass Music Partners is proud to be a founding member of CAPA.
Our fifth and final guest is William T. Stromberg. For decades he along with his late business partner, friend and orchestrator John Morgan, reconstructed and re-recorded some of the most cherished film scores ever including; King Kong, Moby Dick, Abbott & Costello Meet Frankenstein, The Adventures of Robin Hood and many many more. Besides being a world-class conductor and orchestrator he’s also a fine composer in his own right having written music to a variety of projects including Starship Troopers 2, The Lost Skeleton Returns Again, Trinity and Beyond: The Atomic Bomb Movie and many more.
We’re excited to have an exclusive! His newest project was a re-recording of Jerry Goldsmith’s The Chairman. Here is the cover that will soon be available on Intrada Records!
