Earlier last week, we received news the Governor issued the “May Revise” to the CA 25-26 budget. This revision included reverting $11.5 million allocated to the Performing Arts Equitable Payroll Fund (PAEPF) back to the General Fund and zeroing out funds for the program.
Established by SB 1116 (Portantino) @portantino , the PAPEF program offers funding to small-budget nonprofit performing arts organizations that have been affected by changes in California employment laws and rising costs.
In response, CA Arts Advocates @caartsadvocates immediately mobilized. CEO Julie Baker delivered a compelling testimony on the critical importance of the PAEPF and the severe consequences its defunding would have on the performing arts community.

The CA Nonprofit Performing Arts Paymaster Program is NOW OPEN for small theaters, symphonies, ballets, operas, chorales, dance companies, music organizations and other performing arts organizations throughout the state of California.
CalPayArt is a mission-driven nonprofit paymaster service program specifically designed to support payroll compliance and lower insurance and unemployment coverage costs for small nonprofit performing arts organizations in California.
We encourage nonprofit performing arts organizations that have been burdened by the increasing administrative labor of onboarding employees, managing unemployment and workers compensation to sign up for this program and share the information with your colleagues. As more organizations use the service, there is increased ability to negotiate and aggregate costs which will result in lower fees overall.
The California Nonprofit Performing Arts Paymaster is a program of Californians for the Arts, with paymaster services provided by Austin Creative Alliance. This activity is supported in part by the California Arts Council, a state agency.

#SB1116 The Musical!
SB 1116 establishes the Equitable Payroll Fund (EPF), which is a grant program designed to support Small Nonprofit Performing Arts Organizations (SNPAOs) – and workers directly – by providing substantial reimbursements of payroll expenses.
This program will support jobs for anyone hired as an employee by a SNPAO, including both production and non-production employees and administrative staff, not unlike the Payroll Protection Program and similar Federal and State relief efforts.
