DIY Tutorial : Let’s make a Whoopee Cap!! (aka Jughead hat) History indicates that the Whoopee cap caught popularity in the 1920s and 1930s. Factory workers found it difficult to wear their fedoras since the brim would get in the way. So, they turned the hat inside out and cut off the brim and made the hat into the shape of a crown.
