For Manny, a Barangay Chairperson in Salcedo, Eastern Samar, being prepared means making sure everyone knows what to do.
In their community, warnings now come earlier through improved public address systems like the trumpet speaker locally known as trompa and even social media. People don’t wait for disasters to happen before acting. They prepare together, look out for one another, and move faster when it matters.

The Strengthening Structures for Anticipatory Humanitarian Action for Gender-Responsive and Inclusive Disaster Management in the Philippines (AA Project) is funded by the German Federal Foreign Office and implemented by Plan International Pilipinas together with Plan International Germany.

“Kami ay masuwerte na nabigyan ng kits na ang purpose ay makatulong sa aming pagdadalaga,” Sittie, a 17-year-old student from Saguiaran, Lanao del Sur, as she joins other 84 other girls in receiving menstrual hygiene and management (MHM) kits last April 29, 2026.
Alongside the distribution, the girls participated in discussions on menstruation conducted in their local dialect, creating a more comfortable space for them to better understand their bodies and menstrual health. One student reflected, “Normal ang menstruation at hindi tayo dapat mahiya.”
The MHM kits included hygiene pads, soap, and other essential items to support girls in managing their menstruation safely and with dignity. Flashlights were also provided for girls who rely on poorly lit bathrooms at home.
In Meranaw, “mataid” speaks of a girl who is beautiful, respected, and cared for. In communities where menstruation, or bisita, is often met with silence and misunderstanding, supporting girls through menstrual health helps nurture a “mataid” girlhood where girls like Sittie can care for themselves with dignity, continue learning in school, and grow into young women who can participate meaningfully in their communities.

Today, Plan International Pilipinas’ Executive Director, Pebbles Sanchez-Ogang (@pebsanchez ), delivered our position statement before the House of Representatives Committee on the Welfare of Children, calling for the urgent approval of the Magna Carta of Children (MCC).
The MCC is a critical step forward in ensuring that every Filipino child can fully realize their rights. We emphasized three key reasons why its immediate passage is essential:
💠 A stronger and unified legal framework for children’s rights
💠 Better systems, services, and accountability for children
💠 Inclusive protections that prioritize marginalized children, especially girls
We call on our lawmakers to expedite the passage of the Magna Carta of Children and uphold the rights and future of every child.
The time to act is now. Delaying the MCC means prolonging the risks and inequalities faced by millions of Filipino children.

Janie, a 34-year-old women’s representative from Barangay Penditen in Maguindanao del Sur, recalls evacuating with nothing during disasters and armed conflict. For many families and community members in Barangays Penditen and Pandi in Datu Salibo, this has long been a reality that continues to shape their struggles for livelihood, safety, and well-being.
Through the EU-funded #ACCESS Project, Janie and fellow community members participated in a two-day workshop on Community-Based Disaster Risk Reduction and Management (CBDRRM), Integrated Risk Management (IRM), and Community Risk Assessment (CRA) last April 22–23, 2026. The workshop helped participants to better prepare for disasters and conflict by giving them practical tools and knowledge to protect their families and strengthen their community’s preparedness.
With initiatives like these, we foster resilient communities that are able to respond to their needs at the grassroots level, enabling community members to prepare for, respond to, and recover from crises with dignity.

Crizza, a young leader from Upi, Maguindanao, is taking action on climate change with the support of the Y‑Adapt Curriculum. Through games and interactive activities, she gained a deeper understanding of climate change and learned practical ways to help her community adapt to its impacts.
Filled with hope, Crizza shared her belief that when young people engage in Y‑Adapt, their actions can grow into local solutions that address the increasing effects of severe weather events. After completing the curriculum, she expressed her strong commitment, saying, “I will give my very best to finish and sustain this initiative as long as I can,” reaffirming the passion and determination that young people bring when they are given opportunities and platforms to lead.
By empowering girls and young people like Crizza to take action in their communities, resilience grows and community‑driven change becomes possible.
The Y‑Adapt Curriculum is implemented by OND‑HESED Foundation in partnership with Plan International Pilipinas. It is a product of collaboration among Plan International, the Red Cross Red Crescent Climate Centre, the Engagement Lab at Emerson College, and the Philippine Red Cross.

At ASEAN Climate Week 2026, our Executive Director, Pebbles Sanchez-Ogang, highlighted how women, children, and marginalized groups face greater risks when communities are forced to move.
Across our work, from disaster preparedness to community-based adaptation, we see this reality every day. When risks increase, so do the challenges faced by those with the least access to resources and protection. This is why responses must be safe, inclusive, and grounded in local realities.
