In a city as complex, fast growing, and highly interconnected as Lagos, service and project delivery must be systemic, structured, and enterprise wide.
The theme, “Strategic Project Leadership in a Complex Urban Ecosystem: Breaking Silos, Prioritizing Impact,” was therefore deliberate and central to the Strategic Project Leadership Workshop for Permanent Secretaries in Lagos State, convened in Borehamwood, United Kingdom, in February 2026.
Through our institutional knowledge exchange sessions with the UK’s National Infrastructure and Service Transformation Authority (NISTA) and Project Management Institute (PMI Global), we reinforced our resolve and discipline required to break silos in service delivery, align long term policy with spending decisions, embed accountability within systems, and prioritize impact over activity.
This marks a deliberate shift from a monitoring centric culture to an integrated enterprise delivery system, one that aligns strategy, budgeting, execution, performance, and benefits realization.

Established in 1981 under the visionary leadership of Alhaji Lateef Jakande, the Tolu Schools Complex was conceived as a comprehensive education hub for the growing population of Ajegunle. It was a bold investment in access to quality education, though over time, its full potential was constrained by funding gaps and increasing urban demand.
Decades later, that vision has now been fully realized.
On Thursday, April 9, 2026, the renewed complex was officially commissioned by the Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, His Excellency President Bola Ahmed Tinubu, who was ably represented by the Distinguished Senate President of the Federal Republic of Nigeria, His Excellency Godswill Akpabio. It was a defining moment that connected vision with delivery, honouring the foundation laid decades ago while marking its transformation into a modern centre of learning.
This milestone also reflects the commitment of the Lagos State Government under the leadership of Babajide Olusola Sanwo-Olu, whose administration through the Special Committee on Rehabilitation of Public Schools (SCRPS) prioritised the regeneration of the complex as part of a broader drive to strengthen education infrastructure and expand opportunities for young people.
Sitting on 11.73 hectares, this is not just a school, it is a complete learning ecosystem. With 36 schools comprising 5 primary, 15 junior secondary, and 16 senior secondary schools, the complex provides a seamless pathway for over 22,000 students to learn, grow, and thrive in one location.
From 12 newly built classroom blocks to 24 rehabilitated structures, from fully equipped science laboratories to an ICT and robotics hub, every element reflects a forward-looking approach to learning. A four-storey vocational skills centre ensures that education goes beyond theory, equipping students with practical skills for a rapidly changing world.

We were pleased to host participants of the prestigious University of Lagos Business School’s Executive Masters in Strategic Project Management Programme at the Project Implementation and Monitoring Unit (PIMU), Office of the Chief of Staff, Lagos State. As the pioneer cohort of the programme, their visit formed an important part of their learning journey by connecting academic insight with the practical realities of public sector project delivery.
Led by the Programme Coordinator, Dr. I. B. John, the cohort reflects a diverse and globally connected learning community. The programme’s hybrid structure allows participants to engage virtually across locations while remaining firmly grounded in real-world application through experiences such as this.
During the engagement, the participants met with the Deputy Chief of Staff @sam.egube and the Permanent Secretary, Office of the Chief of Staff @officeofchiefofstafflasg . The discussions went beyond theory, offering practical insight into how projects in Lagos State are conceived, aligned, and executed. They explored how project delivery is anchored on the long-term vision of the Lagos State Development Plan 2052 and guided by the THEMES+ Agenda to ensure continuity, measurable impact, and sustainable outcomes.
For us at PIMU, the visit was also a moment of reflection. It reaffirmed that project execution in Lagos State is not accidental. It is deliberate, structured, and driven by a clear development agenda. More importantly, it reinforced the central role of leadership, discipline, coordination, and execution in translating strategy into tangible results for the good people of Lagos State.
We remain encouraged by engagements of this nature. They create room for meaningful knowledge exchange while helping to shape a rising generation of professionals who understand that impactful project delivery requires not only vision, but the discipline to execute.

Mega Cities that endure are rarely accidental; they are the product of deliberate planning and disciplined execution.” This reflection captured the essence of Dr. Olajide Abiodun Babatunde’s contribution during the Executive Council Residential Project Leadership Workshop.
The workshop brought together members of the Lagos State Executive Council to examine practical challenges affecting project execution across government, including project structuring, coordination among Ministries, Departments, and Agencies, competing priorities, and the need for stronger implementation and monitoring systems.
As part of the engagements following the retreat, we presented the Project Leadership Workshop Certificate to The Special Adviser to the Governor on Enterprise Geographic Information Service (e-GIS) @egislagos , in recognition of his participation and contributions to the success of the workshop. Drawing from urban planning experiences, Dr. Babatunde highlighted how the structured planning behind Abuja remains one of the reasons the city continues to stand out today.
Now, in his role, Dr. Babatunde advances urban principles through the digitalization of land titling and documentation, the Lagos Digital Addressing System, and urban redevelopment initiatives that strengthen how Lagos State manages spatial data, land administration, and infrastructure planning.
