This year’s Family Violence Prevention and Services Act (#FVPSA) funding should have begun on October 1, 2025. But the funding notices haven’t even been released yet.
Additionally, some Office on Violence Against Women (#OVW) grants were also supposed to begin on October 1, 2025. More than seven months into the grant year, award notices haven’t been released, leaving programs in limbo and forced to lay off staff and reduce or eliminate grant-funded services for survivors
These delays jeopardize programs and victims. Congress must take immediate action.

Federal funding delays are creating serious challenges for state domestic violence coalitions across the country, including here in Florida.
Domestic violence coalitions rely on federal funding to support local programs, provide training and technical assistance, coordinate statewide prevention and response efforts, and advocate for survivors. But millions in funding remain delayed, and critical FY26 funding opportunities have still not been released. These delays create uncertainty for coalitions working every day to ensure survivors can access the services they need.
From May 14–18, join the National Network to End Domestic Violence (NNEDV) Days of Action and urge Congress to address these delays before they further impact services for survivors.

The U.S. Department of Housing and Urban Development (HUD) has announced a proposal to weaken the Equal Access Rule (EAR), which ensures that many HUD-funded services (including domestic violence shelters) can't be denied based on sexual orientation, gender identity, or marital status. HUD intends to weaken the Rule and the protections it provides for transgender and nonbinary people, including trans and nonbinary survivors of abuse.

Federal funding is critical to ensuring survivors of domestic violence and sexual assault can access lifesaving services and support. When funding is delayed, programs are left without the resources needed to operate, leading to reduced services, staff shortages, or even program closures — putting survivors' safety and stability at risk.
It is critical that Congress does everything in its power to urge the Department of Health and Human Services and the Department of Justice to immediately publish the delayed FY26 Notices of Funding Opportunities (NOFOs) and expedite the release of all congressionally appropriated funds for the Family Violence Prevention and Services Act (FVPSA) and the Office on Violence Against Women (OVW).

Sadly, a number of high-profile domestic violence homicides have recently made news, and we know there are many more stories that will never get coverage.
