On May 6, 2025, the New York State Department of Environmental Conservation (“NYSDEC”) published a Notice of Complete Application in the Environmental Notice Bulletin for a permit application regarding the proposed Camp FIMFO project.
The applicant, Sun Ng Kittatinny RV LLC, has applied for a Private/Commercial/Institutional (“P/C/I”) State Pollutant Discharge Elimination System (“SPDES”) - Groundwater Discharge permit from NYSDEC. Written comments on the permit application are due on June 5, 2026.

Today the Delaware Riverkeeper Network submitted a robust comment on a Consent Decree regarding the remediation of the TOXIC BISHOP TUBE SITE! Our sister organization @greenamendments submitted comment as well. After years of behind-closed-doors negotiation between the Pennsylvania Department of Environmental Protection (PADEP) and the corporations responsible for the contamination of the site (one of which is a developer seeking to build residential homes on the site), on March 14, 2026, with little fanfare, a privately negotiated settlement was issued that would allow the responsible corporations off the hook while advancing their vision for how to deal with the property. The public was given just 60 days to read and craft written comments on the complex document. May 14th deadline to comment is approaching!
On March 6, 2026, the Pennsylvania Department of Environmental Protection (PADEP) entered into a proposed consent decree regarding the remediation of the Bishop Tube toxic site. While PADEP, the responsible corporations and the developer have had years to discuss, assess, debate and negotiate the current remediation plan, the public is only being given a mere 60 days to review all the data and plans for the remediation, the applicable law, the contents of the consent decree, and then being expected to put forth public comment on this consent decree by a May 14th Deadline. We need you to sign our letter directed to Governor Josh Shapiro and PADEP, to demand an extended, more equitable, and more accessible public comment process for the toxic Bishop Tube site.

Philadelphia's creeks and rivers are significantly impacted by its outdated CSO or Combined Sewer Overflow infrastructure.
Getting this kind of system fixed and updated to prevent pollutant runoff from entering our ecosystem would do a great service to the health and economy of the city. The Delaware Riverkeeper Network is looking for volunteers willing to conduct visual monitoring of Combined Sewer Overflow outfalls in Philadelphia this Spring and Summer.
Philadelphia has a Combined Sewer Overflow (CSO) system, in which during periods of heavy rain, sewer water from the street gets mixed into the sewage waste from homes and businesses and overflows into our streams and rivers, which can negatively impact water quality and recreational quality of our streams and rivers.

The toxic Bishop Tube site is one DRN and community members have been fighting to have cleaned up to the highest legal standard and preserved as open, green space rather than being turned into a residential development as it is currently slated for.
