The Civil Commission

After a two-year independent investigation, the Civil Commission has released the most comprehensive report to date documenting the sexual atrocities committed by Hamas on October 7 and during hostage captivity. The report, Sexual Terror Unveiled: The Untold Atrocities of October 7 and Against Hostages in Captivity, concludes that sexual and gender-based violence was not incidental, it was systematic, widespread, and used deliberately as a weapon of terror. The research reveals recurring patterns of rape, gang rape, sexual torture, forced nudity, postmortem abuse, humiliation, and prolonged sexual violence in captivity affecting both women and men. This report is not only a historical record. It is a call for recognition, accountability, justice, and action against denial and erasure. This week at the Law and Antisemitism Conference at Cardozo School of Law, scholars from around the world gathered for an important discussion on the legal dimensions of antisemitism. Our founder, Dr. @cochavelkayam spoke on the panel “When Documentation is Disputed: Antisemitism and the Politics of Sexual Violence.” Her remarks addressed the challenges that arise when evidence of sexual violence becomes politically contested—and why rigorous documentation and legal accountability remain essential. Archiving critical evidence of the atrocities of October 7 was at the center of exchange yesterday with the senior delegation from the Kosovo War Crimes Institute (ICCW) as we discussed the ethical, human, and technological challenges of documenting war crimes in real time. Adv. Merav Israeli-Amarant and Sharon Rappaport led the discussion, focusing on preserving testimonies from women, children and families. 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐭𝐡𝐚𝐧𝐤𝐬 to Ambassador Ines Demiri and the National Library of Israel for their vital partnership and shared commitment to truth, memory and historical justice.

Inbal held roles at the Ministry of Foreign Affairs and went on to lead international and regional initiatives in the non-profit sector, including conflict mitigation and economic development projects.
