Great whites regularly patrol close to shore following seals, rays, and schooling fish, so passing through a harbor is just a normal stop on their coastal route. The slow, steady gliding you see is their default mode, not a threat display. They are built to cruise efficiently at low speed for hours and only burst when needed.
