This weekend, something rare happened in Los Angeles. Over two weekends and 26 hours of deliberation, 40 randomly selected Angelenos came together for the Los Angeles Civic Assembly on City Council Size and Structure. These delegates weren’t politicians or lobbyists. They were everyday residents selected from 20,000 households across the city, chosen to reflect a true cross-section of Los Angeles — across age, race, housing status, political affiliation, and neighborhood. Over the course of the Assembly, they:
 • Heard from 17 expert presenters
 • Reviewed research and supporting documents
 • Generated 68 policy ideas
 • Worked through multiple rounds of small-group and full-group deliberation Together, they refined those ideas into a final set of recommendations addressing one central question: What should be the size and structure of the Los Angeles City Council? In the end, 31 of 35 voting delegates (89%) supported the final recommendations. These recommendations were written entirely by the delegates themselves, with no edits from staff. Yesterday, they took their work to City Hall to present the results to the Los Angeles Charter Reform Commission. This is what deliberative democracy looks like. Real people.

What if democracy actually worked the way it was meant to? For the first time in almost 30 years, LA is rewriting its City Charter — the document that decides how power flows and who gets a say in our city. But the official reform process is limited, fast, and closed off to most Angelenos. Rewrite LA is a people-powered effort to bring everyday Angelenos back into the conversation — through civic assemblies, digital democracy, and cultural storytelling. We’re presenting our proposal to City Hall on Wednesday, October 8th at 4:00 PM in the Edward R. Update on the charter commission meeting on 2/26. They’re recommending 25 city council members and ranked choice voting. Democracy should include everyone — especially those most impacted by it. These last few weeks, Reach Out LA — a team of high school volunteers from 6 different schools across Los Angeles — were on the streets connecting with unhoused neighbors. They conduct surveys that gather real data used to advocate for services now in jeopardy due to recent budget cuts. And while doing that work, they also shared information about LA’s Charter Reform process and how people can enter the selection pool for the February and March Civic Assemblies. If we’re rewriting the rules of how our city is governed, the voices of unhoused Angelenos matter. Grateful for the young leaders stepping up, listening first, and making sure this moment reaches beyond the usual rooms. This is what civic engagement can look like.
