Meet Tonnie Glispie-Smith—a dedicated community leader with over a decade of experience in economic development and neighborhood revitalization. As President of the Board and Design Committee Chair for the Delmar Main Street Initiative, Tonnie champions sustainable, community-driven growth rooted in historic preservation along the Delmar corridor. With a strong background in retail and banking management, Tonnie brings a unique, well-rounded perspective to strengthening local businesses and vibrant neighborhoods. Her leadership has earned her recognition as Who’s Who in America’s Neighborhoods (2023) and as a graduate of multiple leadership and economic development programs. A proud member of Alpha Kappa Alpha Sorority, Inc., Tonnie is also a devoted wife and mother who continues to lead with purpose, passion, and impact.

A distinguished leader and public servant, Otis Williams serves as Interim President & CEO of the St. Louis Development Corporation (SLDC), leading citywide efforts to drive economic growth, investment, and opportunity across St. Louis. A retired U.S. Army Colonel with more than 28 years of service, Otis has dedicated his career to leadership and impact—from the U.S. Army Corps of Engineers to nearly three decades shaping transformative development projects throughout St. Louis’s downtown and neighborhoods. Recognized with numerous local, state, and national honors, his legacy reflects service, excellence, and a deep commitment to community.
