🤔 Remember the whole “mural thing”?
A few years ago public mural projects - and HUNDREDS OF THOUSANDS of public art dollars - were put on hold. Apparently, painting a mural over $1000 without a contractor’s license was illegal in California, and letters had begun circulating to public agencies, highlighting a decades-old law which had never been enforced. 🏃🏽♀️🚓
Because murals are art…right?
Enter Senate Bill 456 (a.k.a. “The Mural Bill”), authored by Senator Angelique Ashby. It clarifies that muralists in California are artists, not contractors (which sounds blindingly obvious, but legally it wasn’t). The bill helps protect artists from costly/unnecessary licensing requirements.
I bought a suit and testified in front of Senate + Assembly committees.
For me, this work was high-stakes and freedom of expression. The outcome didn’t just affect my livelihood - it impacted the mural ecosystem across California, for artists now and for the next gen.
The work was exciting, empowering, sometimes frustrating and honestly scary because I was actively painting murals while advocating for the right to paint them in the first place. At the time (and for decades) this work existed in a legal gray area.
✊🏽 This was a statewide effort backed by a coalition of California artists, orgs, and advocates.
Major props to all the muralists who spoke out about SB456.
Sitting in front of legislators, I heard them express how important murals are to California - thanking artists for the work they do, and signing on as bill co-authors, giving it bipartisan support.
When the arts are often undervalued or at risk, SB456 passed unanimously and was signed into law on January 1, 2026�We changed California law 💥
SB456 has effectively reopened public art mural opportunities across the state, so now murals are back on track for California artists!
