Ohio law limits how much school districts can collect from property taxes even if home values increase. Known as House Bill 920, this law freezes the amount of revenue schools receive from voted millage which means that when property values rise, millage rates are automatically reduced.
While this protects homeowners from large tax spikes it also prevents districts like New Philadelphia from capturing inflationary growth which creates funding challenges over time. That is why proactive budgeting and community engagement are critical.
