MORPH has won the international competition to design and develop the "Bucharest Justice Districtâ in the heart of the capital Romania.
Launched by the Ministry of Justice and financed by the
@worldbank , the project will establish a modern, unified hub for Romaniaâs judiciaryâsetting a new benchmark for transparency, accessibility, and urban regeneration.
Spanning more than 300.000 mÂČ, the Justice District will bring together the
@ministerul_justitiei , courts, prosecutorsâ offices, judicial training facilities, and parking.

@reactnowarchitecture , and
@arquitectosayala , our scope includes architecture, interior design, landscape, sustainability, and full engineering services.
Our proposal creates an organic urban framework that repairs Bucharest's fragmented central fabric. The design respects the neighboring historic center and
@gensler_design masterplan, featuring varied skylines that echo the old city's pitched roofs.
We have reclaimed underutilized rooftop spaces, areas with optimal light and views, to reconnect users with nature and the city's renewal. The flexible design prioritizes sustainability through passive environmental strategies, enhanced biodiversity, generous outdoor spaces, and low-carbon construction supporting local sustainable practices.
