Following a KATU investigation into dozens of complaints filed against Portland's largest homeless services provider, Urban Alchemy, City Councilor Mitch Green proposed a budget amendment to restrict contract funding & start a search for new providers.
The amendment instructs Portland Solutions, the branch of city government that manages homeless services, to open a Request for Proposals, or RFP, from other contractors to run tiny home villages.
If passed, the amendment would continue funding Urban Alchemy's contract for the first quarter of the 2027 budget so till the end of September. It would place the remainder of the contract funding into a City Council-regulated account. Council could decide to release the funds to Urban Alchemy at the end of the first quarter, or it could award a new contract to another provider after the RFP process is complete.
