Day 2 at the European Pluralistic Media Horizon Summit in Brussels: experts and media practitioners are co-creating recommendations on how to strengthen the enabling environment for local media, keep outlets relevant to their audiences and develop sustainable business models for the future. Yesterday was dedicated to mapping the key challenges. Today, the focus is on solutions. The discussions will feed into an open-access report to be published in September and shared with key stakeholders. Stay tuned. Today in Brussels, the European Pluralistic Media Horizon Summit brings together media practitioners, academics, policymakers and donors to explore how independent media in Europe can become more resilient, sustainable and future-ready. Across today’s discussions, we are looking at media pluralism, audience engagement, sustainable business models, EU funding and policy and new ways to unlock local and private capital for public interest media. Independent local, regional, community and investigative media are essential to informed societies, and this conversation matters because strong public interest journalism helps communities understand and exercise their rights. As part of the MERIT Forum, IMS brought together Ukrainian and Armenian media experts in Brussels for a dialogue with EU institutions and an exchange of expertise on the development of regional media systems amid global challenges. Discussions included practical approaches to dealing with foreign information manipulation and interference and the impact of artificial intelligence and disinformation on electoral processes, how the Digital Services Act implementation and platform accountability are being approached at the EU level and the role of media development, infrastructure and regulatory frameworks in supporting the European integration process. These points were all viewed through the realities and specific characteristics of the media environments in the participating countries, the opportunities and capacity to apply European Union approaches in Ukraine and Armenia, as well as lessons and experiences from these countries that are relevant for the EU itself.

More than 125 incidents of attacks against journalists and media institutions were recorded by the @somalimediaassociation (SOMA) between April 2025 and April 2026. Almost 85 percent of these violations were attributed to police actions, and the highest number of cases occurred in Mogadishu. To reduce these violations, SOMA organised a series of three two-day dialogues to engage police leaders with local journalists, editors and media directors around major friction points, with the aim of finding solutions. Anchored in legal standards and collective reflection, the dialogues led to revisiting procedures, the pressures of reporting in a fragile environment and even cases of reconciliation. “We will help you to work in a safe environment. And we want you to help us serve the public with mutual respect,” said the commander of the Banadir Regional Police. The dialogues were implemented with support from IMS and funded by @sidasweden and @udenrigsministeriet /the Ministry of Foreign Affairs of Denmark. #WorldPressFreedomDay

On Wednesday, Israeli airstrikes in southern Lebanon killed journalist Amal Khalil and seriously wounded her colleague, photographer Zeinab Faraj. While trapped under the rubble, the Lebanese Red Cross were prevented from rescuing the journalists due to Israeli fire and obstruction. Despite repeated threats against her, Amal continued reporting from the frontlines. She was killed for doing her job. This was not an isolated incident. It follows a documented pattern of targeting and silencing journalists in Lebanon and Palestine. At least 11 journalists have been killed in Lebanon since October 2023. Broader counts that include other media workers are higher. Journalists are civilians. They are protected under international law. Attacks against them require immediate and independent investigation and full accountability. IMS expresses solidarity with our partners and colleagues in Lebanon. We mourn Amal Khalil. We support Zeinab Faraj. And we reiterate, with urgency and conviction, that journalists must be protected and international law must be upheld. In an environment where foreign information manipulation and interference increasingly appeals to fear, emotional exhaustion and distrust, Ukrainian Toronto Television/@toronto_tv is using humour as a tool to engage audiences with complex sociopolitical topics. The media outlet combines journalism, satire and infotainment to produce videos that have become a source among young people of quotes and inspiration for memes on social media. The community not only actively participates in discussions and suggests topics to cover in videos, but also provides financial support through donations to the social and civic initiatives that the Ukrainian Toronto Television team believes in. These initiatives include fundraising for educational projects in Ukraine led by partner organisers as well as other socially important projects. The lack of funding for independent media is a structural problem that needs structural solutions. To get there, we need bold investments that can accelerate the business capacity of our media partners, stimulate local resource mobilisation and innovate financing products to ensure an invigorated capital supply in the journalism marketplace. That is why we have been on a quest to unlock local capital. Across IMS’ global network, local sources of philanthropy, private, community and government capital have emerged in many markets, but this is not just about the money.
