Municipal budget season is officially underway in Oklahoma City! Budget presentations continue at city council May 12 and 26, with the presentation of submitted public comments occurring May 26, and the final budget vote expected to happen June 3. Whether you've joined us for budget workshops in the past, annually submitted public budget comment, or you're looking to get involved the first time, we'd love to see you Sunday May 17 at 2:30 in the upstairs area at Culture Hub for our last scheduled People's Budget Coalition Our Budget Workshop of this budget cycle! Inviting all concerned residents to City Hall next Tuesday to speak out against the inflated police budget! Home Base is calling for a participatory budget that centers people’s needs, not the needs of the status quo. The @cityofokc has yet to publish the proposed budget book, making it that much harder to engage in this deeply inaccessible process. Rest assured, the police budget will be full of unnecessary military equipment, surveillance technology, and salaries for positions that will go unfilled. Wasting taxpayer dollars while community needs go unmet. These numbers are for Fiscal Year 2026 as a result of this intentional maneuver to pass the police budget without public outcry. As we mark the 5th annual HIV is Not A Crime Awareness Day, we remind you that while HIV is not a crime, in Oklahoma, you can still be criminalized for your HIV status. HIV is not a crime, but in Oklahoma and across several tribal nations, it is still criminalized. Folks who have ever tested positive for HIV, whether or not they’re transmissible, can be criminalized for activities that would not be criminalized for people not living with , and can have sentences enhanced for other charges simply because of their status. In Oklahoma, a person living with HIV can go to prison for 5 years for not disclosing their status (or in many instances, for not having documentation of disclosure) before consensual sex, even when they did not intend harm, there was no risk of transmission, or no harm resulted. HIV criminalization laws don‘t... Support public health Reduce transmissions Align with current science Decrease stigma Decrease discrimination HIV criminalization laws do...Discourage testing Discourage treatment Cause harm Result in unjust imprisonment Stigmatize people living with HIV Disproportionately impact sex workers, migrants, women, BIPOC, 2STGNC+, formerly incarcerated, and low-income communities Oklahomans deserve patient-centered, accessible health solutions to public health crises, not criminalization. If you looked at Mayor David Holt’s election posts…you might think Oklahoma City voters are incredibly aligned. He declares victory after victory at drastic percentages. But once we get a-Holt of the facts, most of these so-called victories were decisions made by less than 5% of the city’s residents. In a city of more than 700,000 people, less than 34,000 votes is not a mandate, it’s a travesty. But that’s what comes of municipal decisions often held on election dates that don’t sync up with voter engagement efforts. Those who are targeted vote, and most of the rest of the city is too busy trying to survive. Is it a golden age to win with turnout margins that rank among the lowest in the nation? In this next era of the Holt administration, while we can anticipate continued selfies with Thunder players and hype about the Olympics, we’re asking the Mayor to Holt his horses, and dig into what OKC residents really need: a real commitment to 1OKC, not just an OKC for the 1% (or even the 5% of residents who voted for you). What that can look like: Participatory government, rooted in meaningful access and engagement - Host community listening session in each ward within the first hundred days, in areas accessible to public transit, in hours that allow folks who can’t make it to city council meetings to participate - Participatory budgeting that includes folks before budget presentations are made (at the drafting stage, and every step of the way) Community Safety - Publish all correspondence with the federal administration and federal officials about asks of our city, especially as it involves policing, detention, and enforcement, in a searchable area of the website - Develop and publish a plan with OKCPD to engage discretionary powers to limit jailing residents, particularly with regard to criminalized survival, traffic violations, and drug use - Immediately end all contracts with Flock and LexisNexis

We know that many folks across Oklahoma City are preparing to mobilize at tomorrow's OKC City Council meeting to let our city know that when it comes to the proposed expansion of ICE in OKC, inaction is not an option. At every level of government, those in power have the capacity to disrupt the harm of ICE, if only they can find the courage to act. We're coming together in growing coalition to call on those in power to say No ICE in Oklahoma. The harm of ICE did not start in the last month, and we know the work to disrupt the continued and growing threat to our communities will take more than a single council meeting. And, that this is a rallying point for many ready to commit or recommit to that longer action. Folks have been doing this work, and this is the opportunity to carry some of that burden and provide safety in numbers. We, the signatories of this letter, Home Base, Freedom Oklahoma, Foundation For Liberating Minds, Black Lives Matter OKC, Norman Care-A-Vans, The Julius Jones Institute, Dream Action Oklahoma, Block Builderz, Red Dirt Collective, the ACLU of Oklahoma, and Carabelle's Legacy Inc, ask you to amplify these calls to action, as you connect the urgency of your mobilizing with the organizing on the ground in Oklahoma.
