ECSA Health Community has supported the Government of Rwanda, the Ministry of Health and Rwanda Biomedical Centre in strengthening Rwandaโs Digital Points of Entry Screening System, a journey that began with paper registers, moved to Rwandaโs first digital POE platform in 2023, and has now advanced toward an AI-enabled, offline-capable and auditable screening system. This milestone has been achieved through the World-Bank funded Health Emergency Preparedness, Response and Resilience Program (HEPRRP).

The first version replaced paper records with digital traveller capture, dashboards and faster reporting. Over time, real-world use at land borders and high-volume entry points revealed critical gaps: network dependency, limited decision support, weak auditability of screening decisions, and delayed visibility on public health response timelines.
With ECSA-HC support, Rwanda has now moved to Version2.2.1-RW-ECSA-HC-UP-3, designed around three core principles: 100% digital, 100% offline-capable and 100% explainable. The upgraded system supports on-device screening, automated synchronization, WHO/IHR-aligned decision support, disease-risk logic, alert generation, and 7-1-7/SLA tracking for faster detection, notification and response.
The support included national review and validation, system deployment and configuration, ICT and administration orientation, subnational rollout support, field troubleshooting, user feedback consolidation, and a structured phased improvement plan to protect system stability and national ownership.

Rwandaโs Points Of Entry screening system is now better positioned to operate even where connectivity is weak, support frontline officers with explainable decision intelligence, strengthen IHR compliance, improve early detection of public health threats, and provide a practical model for regional replication across ECSA-HC Member States.

Today, @ecsa.hc Director General, Dr. @ntulikapologwe officially signed a Memorandum of Understanding (MoU) with Mr. @asadlilani , Chief Executive Officer of @accesschallenge , to strengthen regional collaboration on youth health, health diplomacy, Universal Health Coverage, research, innovation, and health systems strengthening across the ECSA region.
The partnership looks forward in advancing equitable access to healthcare, empowering young people, promoting regional centres of excellence, and driving innovative, community-led health solutions for sustainable impact across Africa.

ECSA-HC in collaboration with Ministry of Health Zambia, Ministry of Health Namibia, Zambia National Public Health Institute (ZNPHI), WHO-Afro, US-CDC, UK Health Security Agency and Africa CDC supports the ZambiaโNamibia Cross-Border Functional Simulation Exercise on Anthrax. โThe Exercise Katima Muliloโ has officially been launched at the Katima MuliloโSesheke Point of Entry, by honorable Permanent Secretary technical services Ministry of Health Zambia Dr. Kennedy Lishimpi marking an important milestone in strengthening cross-border health security and emergency preparedness.
The exercise, supported by the World Bank-funded Health Emergency Preparedness, Response and Resilience Program (HEPRRP) brings together multisectoral teams from both countries including public health, veterinary, immigration, and border authorities, reflecting a shared commitment to jointly prevent, detect, and respond to public health threats.

Set against a simulated anthrax outbreak scenario, the exercise aims to test real-time systems and coordination mechanisms in a region where cross-border movement of people, livestock, and goods particularly within the KAZA Transfrontier Conservation Area continues to pose significant health risks.
A Joint Commitment to Health Security. The launch of this exercise underscores the importance of collaboration between Zambia and Namibia, demonstrating how countries can work together to address shared risks and build resilient systems.
