A Delaware bill that looks to bolster access to mental health care unanimously passed the Senate May 13.
Also known as the Fair Standards Mental Health Care Act, this bill would allow residents with private insurance to obtain “timely, evidence-based” mental health and substance use disorder treatment in the First State, according to its text.

Police misconduct led the town of Millsboro to pay a $30,000 legal settlement, documents obtained by Delaware Online/The News Journal revealed.
Hertford Gibbs was arrested in relation to a car accident in Millsboro in December 2022. Those charges were dropped a few months later due to potential mishandling by former Millsboro Police Sgt. Matthew Dufour, court documents said, who later pleaded guilty to charges related to tampering with drug evidence. (Gibbs' case involved marijuana, but Dufour's exact role in that case is unknown.)
Additionally, in September 2023, Gibbs filed a civil rights lawsuit against the town and the officer who arrested him, former Millsboro Police Cpl. John Wharton, claiming Wharton unlawfully detained him and used excessive force. Wharton resigned last year after a department investigation into numerous claims of misconduct.
The lawsuit also claimed the Millsboro Police Department had a pattern of tolerating or encouraging police misconduct.
Millsboro officials, including Police Chief David Moyer, did not immediately respond to requests for comment.

On a cool April afternoon, Dan Borkoski lifts a cinder block from a painted beehive and opens it for the first time since November.
Bees pour out as he raises a panel, and a sweet smell fills the air, like banana Laffy Taffy. The University of Delaware apiary technician watches closely, hoping for a lively hive but bracing for what a particularly cold winter may have left behind.
“In the dead of winter, you’re kind of just waiting and hoping that all your hard work paid off,” said Borkoski, who has managed the 60 hives with up to 100,000 individual bees since 2017. The hives are used for teaching, research and small-scale honey production.
🐝Even bees can’t escape spring cleaning. 🐝
Depending on the temperatures, beekeepers across Delaware open their hives in April and May for inspection and routine maintenance. It’s part of a statewide program to monitor colony health and track disease, said Jennylyn Redner, the Delaware state apiarist.

A middle school wrestling coach’s five-year suspension was upheld May 14 by the Delaware Interscholastic Athletic Association’s board of directors.
Avon Jones, the coach at Postlethwait Middle School in the Caesar Rodney School District, had appealed the five-year suspension handed down last month by DIAA executive director David Baylor.
It resulted from what Baylor felt was the mistreatment of a wrestler in practice that could be seen in a video shared on social media and with the DIAA by the wrestler’s parent.

Wilmington Manor's former fire chief faces charges that he slapped the buttocks of a fire company employee before telling her to smile, according to court documents.
The March 30 incident occurred while Stephen J. Maichle was still fire chief of Wilmington Manor Volunteer Fire Company.
