New York State championed the Council on the Arts model in the 1960s.
This framework created a pipeline for public funds to fund public art directly into communities across the state.
CREATE Council on the Arts administers regrant programs in partnership with NYS and local county government across Greene, Columbia & Schoharie
counties.
CREATE provides arts grants to individual artists as well as small to mid-sized organizations ranging from $1,000-$5,000 across 3 counties.
CREATE grants funded programs and projects by 50 arts & cultural organizations and 25 individual artists this year.
CREATE advocates on behalf of creatives. We engage with legislators and residents to keep the arts central to civic life.

“As an upcycle artist, I transform found and everyday materials into unexpected canvases for creative expression. Each piece begins with objects that might otherwise be overlooked or discarded—fragments of the ordinary world that carry their own stories and textures. Through my work, I give these materials new life and meaning, challenging the perception of what art can be. I want viewers to approach my creations with curiosity and an open mind, to look beyond traditional notions of art and see beauty, potential, and narrative in the most unlikely places.” – Ruby Silvious
ABOUT THE ARTIST
Originally from Tacloban City, Philippines, Ruby Silvious has made Coxsackie, New York, her home since 2004. She studied architecture and fine arts at the University of Santo Tomas in Manila before moving to the U.S., where she raised two sons in upstate New York. While balancing family life, she returned to school and earned degrees in Business Administration and Marketing Management.
Ruby Silvious is an internationally acclaimed artist known for transforming everyday materials into captivating works of art. She rose to prominence with 363 Days of Tea, a yearlong project turning used tea bags into miniature paintings. Her innovative use of unconventional canvases—including eggshells, leaves, wine corks, paper bags, and receipts—challenges traditional notions of art.
Silvious is the author of 363 Days of Tea (2016) and Reclaimed Canvas (2019), both chronicling her creative journey. Her work, often inspired by global travels, has been featured in CNN Travel, Vogue Italia, Disney Malaysia, The Guardian, Der Spiegel, and the internationally syndicated Ripley’s Believe It or Not, among others. Her art is exhibited and collected worldwide.

This year, 50 proposals were selected across Greene, Columbia and Schoharie counties through a peer review process. The 2026 grant awards represent an exciting cross-section of community arts initiatives including live musical and theater performances, exhibitions, concert series, arts workshops, film screenings, and poetry readings.
All are welcome to attend this public event on June 10th, 6pm to celebrate the arts and artists in our communities and hear about their upcoming projects.

“Here For You” opened this weekend at the Cornell Cooperative Extension of Columbia and Greene County Agroforestry Resource Center!
Built around the theme of care and connection—this was an incredibly meaningful and impactful group exhibition for CREATE and CCE CH to work on these past few weeks. Thank you to ALL the artists who interpreted the theme with so much care and creativity. And THANK YOU CEE CG for a wonderful reception!
