Raising the roof on more affordable housing!
The 95-home Waterfront Gateway affordable housing development, 615 W. 6th Street, is now topped out, marking a major construction milestone.
Following the exterior finishes, work will shift indoors, with completion expected early 2027.
This future community, developed in partnership with the @cowlitztribe , @colasconstruction and @naya_pdx , will center Native culture and provide affordable rentals to families earning low to moderate incomes.
The City invested $1.27M from our Affordable Housing Fund, sold the land for $1 to ensure affordability, leveraged the state’s construction sales tax exemption, and reduced impact fees to make it possible.

A Kids Book About Construction now sits inside the Dr. Martin Luther King Jr. Library, in Atlanta, where Dr. King was born and raised, a reminder that learning creates access, nurtures imagination, and opens doors that once felt out of reach.
Progress is sustained when we give, listen, and lift others as we move forward.
Honoring Dr. King means continuing the work through education, representation, and building pathways for the next generation.

A new chapter is rising in the heart of Vancouver! 🏗️ ❤️
On Aug. 27, we broke ground with the Cowlitz Tribe, Colas Development Group (CDG), and NAYA on a new affordable housing community in downtown Vancouver.
This six-story, 95-home project will center Native American culture and welcome families earning low to moderate incomes. It’s the first of many changes in our Waterfront Gateway District, where housing, small businesses and public spaces will connect our historic downtown to the waterfront.

As Vancouver sees steady population growth year over year, work has officially begun on the first affordable housing project designed to bridge the gap between the brand-new Waterfront and Esther Short Park.
When construction is complete, the building will be six stories tall and hold 95 units, ranging from studios to 3-bedrooms — all to be permanent affordable housing.
Vancouver Mayor Anne McEnerny-Ogle said the city owned the site across from city hall and sold it for $1.
The building is designated for individuals earning between 50% to 60% of the area’s median income — or about $43,000-$52,000 — with the intention of housing Native Americans.
“Housing is a huge need for our community,” Native American Youth and Family Center (NAYA) CEO Oscar Arana said. “Being able to create projects like this creates a sense of community, a sense of belonging, creates safety and so many other opportunities for the families and residents that are going to be living here.”

Breaking ground at Vancouver’s Waterfront Gateway! 🚧
Located at 615 W. 6th Street, this project will transform a 0.92-acre site into a six-story building featuring 95 units. The development will offer a mix of affordable studio, one-, two-, and three-bedroom apartments, providing 95 affordable homes to our community by 2027.
This project is a partnership between the City of Vancouver, Colas Development Group, the Native American Youth and Family Center, the Cowlitz Tribe, and Colas Construction.
