As part of National Community Development Week, the City of Appleton is highlighting community partners that strengthen support systems for residents.
One of those partners is Pillars, Inc., a Fox Valley nonprofit that provides shelter and supportive services for individuals and families experiencing homelessness.
Pillars has received City of Appleton Community Development Block Grant (CDBG) funding for more than a decade, helping support improvements that enhance safety and comfort for those staying in their shelters.
Recent projects supported through CDBG include:
⢠A new fire suppression system at the Adult & Family Shelter in 2023
⢠Flooring replacements at both the Adult Shelter and the Adult & Family Shelter in 2024â2025
These improvements help create spaces that are safe and welcoming for the individuals and families Pillars serves.

As part of National Community Development Week, weâre highlighting programs that help connect residents with essential resources.
The City of Appleton Basic Needs Team, part of the Appleton Health Department, and Appleton Police Department work to connect individuals and families with housing, food, clothing, transportation, and other essential services.
Through the Coordinated Entry system, residents experiencing homelessness or at risk of losing housing can complete a housing needs assessment and be connected with housing programs and community resources that best meet their needs.
The program works closely with local nonprofit organizations and community agencies to help residents navigate available resources and remove barriers to support.

Yesterday, we introduced National Community Development Week and the Community Development Block Grant (CDBG) program.
Many residents may not realize that CDBG funding supports programs that improve housing and strengthen neighborhoods right here in Appleton.
One example is the Cityâs Homeowner Rehabilitation Loan Program, which helps eligible homeowners make essential repairs and improvements such as roofing, windows, electrical, plumbing, and other upgrades that improve safety and livability.
These investments help residents maintain safe and stable homes while supporting stronger neighborhoods across our community.
Applications for the Homeowner Rehabilitation Loan Program are currently open.
