California’s housing story is often told as one of constraint—long approval timelines, competing interests, and reforms that struggle to deliver housing at scale. But every so often, a policy quietly reshapes the system. In this episode of Building Better Cities, the conversation explores California’s Density Bonus Law and Circulate Planning and Policy’s new “Win-Win Bonus” report, which examines how an incentive-based approach became one of the state’s most effective tools for housing production and urban development. We’re excited to introduce Carlisle Dockery, a Board Member, non-profit leader, and program partner. Carlisle has been with Cal Walks since 2023 and has served as the Board Vice President. She is currently the Board Secretary. Carlisle Dockery (she/her) is the Director of Planning & Community Engagement at Circulate San Diego (Circulate). Carlisle has worked in the nonprofit sector for nine years and joined Circulate in October 2021.
