This is what being truly rooted in community looks like.
I recently sat with Sunshine Little League, and they gifted me this board photo from 1993 that includes my father, Henry Foster Jr. This meant more than I can fully express. He dedicated over 25 years to mentoring and coaching at Sunshine, pouring his time, heart, and guidance into generations of young people.
This is what community looks like. This is legacy in action. This is my village.
This is exactly how we build a stronger District 4, together.

Tonight, I joined the Asian Pacific American Coalition (APAC) in celebration of Asian Pacific American Heritage Month. Great performances, great food, and a great evening celebrating culture and community.
Congratulations to this year’s award recipients and scholarship honorees, and thank you to APAC for another successful event.

A new chapter is underway for #OakPark. We broke ground on a new 20,000-square-foot library that will expand access to learning, technology, and community space for families across District 4.
The new Oak Park Library will include an IDEA lab, podcast room, multipurpose space, reading areas for all ages, and outdoor community gathering space overlooking the San Diego skyline. It will also improve library services citywide with a new materials sorting facility.
This investment is about opportunity, equity, and building spaces that serve future generations. Thank you to Councilmember @cd4foster , former Senate President pro Tempore @toni.atkins , community advocates, and everyone who helped make this long-awaited project possible.

The new Oak Park Library is officially on the way!
Councilmember Henry L. Foster III, Mayor Todd Gloria and community members celebrated the groundbreaking of a new state-of-the-art library.
At 20,000 square feet, the new two-story building will be about four times the size of the current library, allowing for expanded programs and services.
The project is fully funded, with state library grants covering the majority of the cost.
It's expected to be ready in the spring of 2028.
See the Link in Bio to learn more.

We officially broke ground on the new Oak Park Library this morning, and my heart is full.
What an incredible turnout from community members, students, educators, advocates, and elected leaders. Seeing students from Oak Park Elementary and Carver Elementary there today was a reminder of exactly why this matters.
This was truly a community effort. So many people fought for this vision, believed in it, and never gave up. I’m proud to have played a part alongside so many others in helping move this project forward.
There really are not enough words to express my gratitude and the love this community showed today.
Oak Park, this moment belongs to you.

Thank you to everyone who came out to Monday night’s Budget Town Hall and took the time to ask questions and share concerns. Community input is critical, especially during a challenging budget season.
Also grateful to the Independent Budget Analyst’s Office for their presentation and for helping answer questions from District 4 residents, and to the @sdworkforce_ Metro Career Center for providing the space to hold the meeting.

Looking to try something new?
Chollas Lake Park offers free Intro to Archery classes on Saturdays, Sundays, and Mondays for youth and adults (see flyer for details). No experience or equipment needed — bows and arrows are provided.
A great way to get outside, learn a new skill, and enjoy one of our community parks.

Congratulations to the Valencia Park/Malcolm X Library on 30 years of serving Southeastern San Diego.
This past weekend, the community came together to celebrate the library’s anniversary and everything it has meant to generations of families in District 4.
As we celebrate this milestone, we also honor the legacy of Malcolm X and what would have been his 101st birthday. His message of education and empowerment continues to inspire today.
