The tactics of disinformation under the US-Marcos regime are no stranger to the Filipino people: fabricate the narrative, justify the killing of civilians, and blame poverty on the poor. Especially in Negros, the AFP has a proven track record of killing innocent civilians: Guihulngan Massacre (2018), Negros 14 Massacre (2019), Negros Oriental Massacre (2019), Fausto Family Massacre (2023), and now the Negros 19 Massacre (2026). In this most recent massacre, the AFP issued conflicting reports of there being 2 encounter sites and another report of 8 encounter sites—yet the bodies were all found in one location. The AFP and the rotten system it represents will continue to enrich the soil beneath the fighting masses. 𝙆𝘼𝘽𝙐𝙃𝘼𝙔𝘼𝙉 𝙃𝙄𝙉𝘿𝙄 𝘽𝘼𝙇𝘼! 𝘼𝘽𝙊𝙇𝙄𝙎𝙃 𝙏𝙃𝙀 𝙉𝙏𝙁-𝙀𝙇𝘾𝘼𝘾! 𝙅𝙐𝙉𝙆 𝙏𝙃𝙀 𝙉𝘼𝙋-𝙐𝙋𝘿! 𝘿𝙀𝙁𝙀𝙉𝘿 𝙉𝙀𝙂𝙍𝙊𝙎! A successful reportback! Music! Food! Education! We successfully raised funds for the Bayanihan Disaster Response campaign! Our CAPP members were part of the team that facilitated both the reportback, political education, and kulturals. We exposed how the Philippine government’s “ghost flood projects” scheme diverts trillions of pesos of public funds for the private gain of corporations and political elites—including the Marcos family. Our members showed the true struggles and humanity of the people of Cebu from their BDR immersion trip. They showed how their vital work was no different to the work of the victims within the Negros 19. We concluded with a strong call for not only raising funds, but for people, especially Filipinos, to return home and continue the vital work of our members along with the Negros 19! Concerned Artists of the Philippines Portland condemns the Negros 19 massacre: a fascist attack carried out by the Armed Forces of the Philippines under the US-Marcos regime. From April 19–20, 2026, AFP operations in Toboso, Negros Occidental resulted in the killing of 19 individuals and the displacement of hundreds. This is not an isolated incident, but part of a long history of state terror in Negros; where landlessness, poverty, and exploitation persist under a feudal and semi-colonial system, and where the people’s calls for land and livelihood are met with bullets. We reject the AFP’s lies that this was a legitimate encounter. The targeting of civilians, the scale of displacement, and the pattern of violence in the region expose this as a massacre. These attacks are enabled by counterinsurgency programs such as MO32, EO70, and the NTF-ELCAC, and are backed, funded, and directed by U.S. imperialism. As Filipino artists, we affirm that art is not neutral. Art must serve the people: exposing the truth, honoring the martyrs, and advancing the struggle for national liberation. Join us today as we mobilize with BAYAN Oregon and ICHRP Oregon in a rally at 3 PM for the National Day of Mourning and Rage for the Negros 19. We call upon Senator Merkley to condemn the actions of the Armed Forces of the Philippines, open an investigation into the use of U.S. weapons and assistance in the massacre, and oppose further military funding to the Philippines. We stand with the masses of Negros in their fight for genuine land reform, national sovereignty, and a just and lasting peace. Justice for the Negros 19! Defend Negros! Kabuhayan, sahod, hindi bala! Makibaka. Huwag matakot! Stay tuned tomorrow for the full calendar of CAPP’s 19 Days of Action in honor of the Negros 19.
