This is the Rumbula forest memorial. In November and December 1941, the Nazis liquidated the Riga ghetto. They marched 25,000 people 12 kilometers, told them to undress, shot them, and buried them in mass graves. You can see it from the main road and the train tracks.

The first one is the original that inspired all the others (well the small cats anyway; the lion comes from the city’s coat of arms).
Fun fact: the football club is AMERICAN football. I have no idea if they’re connected to the Detroit team, but they should be.
