Under the Trump administration, ACF is putting the needs of children and families first!
ACF Assistant Secretary Alex Adams is proposing to eliminate hundreds of sections of outdated and irrelevant regulations that distract state agencies from fulfilling their mission: to support and care for children and families.

🔥The Administration for Children and Families is blazing through sub-regulations at a historic rate.🔥
By shrinking the administrative state, ACF is making guidance clearer and more credible for grant recipients and stakeholders.
What if child welfare decisions were based on real-time data instead of information that’s two years old?
ACF is partnering with states through A Home for Every Child to make that shift.
ACF Assistant Secretary Alex Adams recently shared with The Daily Signal's reporter Elizabeth (Troutman) Mitchell how this approach works: ✔️ Streamline federal requirements to reduce reporting burden ✔️ This gives more time for caseworkers to focus on children and families ✔️ Monthly data reporting improves visibility and accountability
Participating states will track key indicators—like the availability of foster homes—helping us identify where systems are strong and where more support is needed.
By pairing flexibility with transparency, we’re building a system that learns faster, adapts quicker, and delivers better outcomes.
ACF Assistant Secretary Alex Adams explains how reducing administrative burden for states child welfare agencies frees them from bureaucratic busy work and gives them more time to deliver real outcomes for kids and families.
For too long, states have spent countless hours producing hundreds of pages of reports that went largely unread. That ends now.
By cutting red tape, ACF hopes to empower states, who are on the front lines of child welfare and understand their communities better than anyone in Washington. They are best positioned to define what progress looks like — and we should trust them to do it.
WATCH: 100 days ago, ACF launched “A Home for Every Child.”
Today, already 15 jurisdictions have joined the national initiative to improve the ratio of foster homes to children in foster care. ACF Assistant Secretary Alex Adams shares our simple goal: homes waiting on children — not children waiting on homes.
We look forward to many more states joining in the coming months.

President Donald J. Trump and ACF Assistant Secretary Alex Adams announced new child care reforms centered around a simple goal: more affordable options, more child care providers, more choices for parents, and more accountability for taxpayers.
Today, @acf_gov launched “A Home for Every Child Innovation Challenge."
We will reward states that achieve the highest foster home-to-child ratios and those that deliver the fastest improvement.
The goal is to have more homes waiting for kids — not kids waiting for homes.
