The ability to activate a larger percentage of motor units comes with time (and is a large factor in newbie gains).
But you'll never be able to activate 100% of them.
This is largely what is meant by "neural adaptation"
A camera is an expensive investment that is so easy to reach for as an excuse for lack of performance.
There was a time that high quality footage, captured with a camera was enough to grab attention, but those times are long gone.
High video quality is so widely accessible with phones that the need for a camera as a stepping stone to better content is gone.
