After Neil and Sue Ablitt approached Jeff with an enticing 19x19 foot lot just off of Santa Barbara’s State Street, here’s what happened: “That night, I sketched up an idea on typing paper, cut the paper into small sheets and made a five-inch square set of plans. I strolled into the Planning Department the next day with my small plans, expecting to get laughed out of the building. I always love the dialogue at the front counter, as it’s the first skirmish in what will invariably be a long process.
